Eligibility for American passport holders
The official guidance published by Hungary’s National Directorate-General for Aliens Policing (oif.gov.hu) records no exclusion for US nationals. An American qualifies on the same standard terms as any other non-EU applicant: legal age, clean criminal record, evidenced lawful source of funds, and the qualifying investment. Eligibility should still be confirmed against the official sources for your own circumstances at the point of application, because due diligence outcomes are individual rather than nationality-driven.
The source-of-funds file is where American applications are usually won or lost, and rarely on substance. The work is presenting documented wealth as Hungarian authorities expect it: an evidenced trail from the origin of the capital to the account the subscription is paid from. Start it early.
What US investors need to invest
The EUR 250,000 registered fund route
The route almost every applicant uses is a subscription of at least EUR 250,000 into a real estate fund registered with the Hungarian central bank (MNB). Under Act XC of 2023 and its implementing Government Decree 35/2024 (II. 29.), a qualifying fund’s licence requires it to hold at least 40% of its assets in Hungarian residential property. You are not buying a specific apartment but units in a regulated collective vehicle, so there is no landlord role and no maintenance, and your capital is exposed to the fund’s performance, term and liquidity conditions. Unlike a fee, the subscription is an invested position, recoverable in principle at the end of the holding period subject to those conditions.
There is no property-purchase route: the direct real estate option was abolished on 1 January 2025.
The EUR 1,000,000 donation alternative
The alternative is a EUR 1,000,000 donation to a public-interest trust supporting higher education. It is non-refundable, and almost nobody uses it, because the fund route achieves the same permit at a quarter of the outlay with capital that stays invested. The application process from the United States
Guest Investor Visa, entry, and the 30-day application window
The order of operations catches out applicants who assume they invest first and apply later. It runs the other way.
- Engagement and preparation. Eligibility check, source-of-funds file, fund selection and document assembly, all from the United States.
- Guest Investor Visa. Apply for and obtain the visa, issued with validity of up to six months.
- Entry into Hungary. Travel to Hungary on that visa.
- The 30-day window. File the Guest Investor Residence Permit application in-country within 30 days of first entry. This is the most important date in the process, and it is 30 days, not the longer figure that circulates in older guides.
- Investment and evidence. Complete the qualifying investment and provide proof within the validity of the guest investor visa.
- Permit issued. The ten-year Guest Investor Residence Permit is granted.
One nuance specific to Americans: the United States is on the EU’s visa exempt list, and the OIF’s official guidance also provides for visa exempt entry with the same 30 day filing window running from first legal entry, with the investment then evidenced within six months of first entry. Enter Hungary: the official platform

Budget in the region of five months end to end as a planning figure. The OIF’s stated administrative deadline for deciding the permit application itself is 21 days; what moves the real number is document readiness and the fund’s subscription mechanics, not the authority’s speed.
Why the 10-year permit suits US-based investors
No minimum stay, Schengen mobility, family inclusion
Most European residence programmes are built for people who intend to move. Hungary’s suits people who do not.
- Ten years on one permit, renewable for a further ten. Against two-year and five-year cards, that removes almost the entire renewal cycle.
- No minimum stay to obtain or renew. An American investor can hold the permit for a decade while living and working in the United States.
- Full working rights if you do use it: live, work and run a business in Hungary without a separate work permit.
- Schengen mobility: visa-free movement within the Schengen Area for up to 90 days in any 180-day period. It is not EU citizenship and gives no right to live and work across the EU.
- Family on one investment: spouse, dependent children up to 25 and the applicant’s parents. Procedural fees can apply for some dependants.
One point to state plainly, because the marketing around this programme often does not. No minimum stay applies to the permit only. Permanent residency after three years and naturalisation after eight both require genuine residence in Hungary, with limits on absences. Citizenship-based taxation and FATCA reporting
The United States taxes its citizens on worldwide income regardless of where they live. Alongside that sit the foreign account and asset reporting regimes, including FATCA. The Internal Revenue Service (irs.gov) publishes overview material on FATCA, and the Financial Crimes Enforcement Network (fincen.gov) on foreign financial account reporting. Read them for orientation, and take the actual position from your own adviser.
Foreign fund holdings and reporting classification questions
A subscription into a non-US collective investment vehicle raises classification and reporting questions that a domestic investment does not. How a particular Hungarian fund is characterised for US purposes, and what that means for reporting and for the taxation of distributions and gains, is a fact-specific analysis of that fund. Hungarian tax residency only if you settle
Hungary applies a 15% flat rate of personal income tax, and tax residency is generally triggered by spending 183 days or more in the country. Holding the permit does not by itself make you a Hungarian tax resident, and a permit holder who does not physically reside there would typically be within scope only for Hungarian-source income. Hungary vs Portugal for American investors
Portugal is the programme most American investors have already read about, and the comparison has shifted. Its fund route requires EUR 500,000 against Hungary’s EUR 250,000, and asks for around seven days of presence a year, which is genuinely light; Hungary asks for none. Since Organic Law 1/2026 came into force on 19 May 2026, Portuguese naturalisation takes ten years for most applicants, or seven for EU and CPLP nationals, counted from the issuance of the first residence card. For an American with no EU or CPLP nationality, Hungary’s eight-year track is now the shorter of the two.
Portugal retains real advantages, including a deeper fund ecosystem and a mature advisory market.
