Hungarian Citizenship Requirements for Investors: Residence, Exam, Timeline (2026)

The Hungarian citizenship requirements for investors come down to naturalisation, normally after eight years of lawful residence, with one constitutional-basics examination taken in Hungarian and standard livelihood and good-character conditions. There is no citizenship-by-investment route, and the final decision is discretionary rather than automatic.

This guide is general information about the Hungarian Guest Investor Programme and is not legal, tax or immigration advice. Programme rules, thresholds and eligibility can change and can depend on individual circumstances. Obtain independent professional advice before making any application or investment decision.

    The requirements at a glance

Ordinary naturalisation in Hungary rests on a defined set of conditions in Act LV of 1993 on Hungarian Citizenship. Every one of them has to be satisfied; none of them can be substituted with a larger investment.

Requirement What it means in practice Can the investment help?
Lawful residence, normally 8 years Continuous lawful residence in Hungary, assessed on genuine presence No. The clock cannot be shortened
Constitutional-basics examination One written examination on Hungary’s civic and legal fundamentals, taken in Hungarian No. It cannot be waived
Livelihood and accommodation A stable, lawful means of support and a place to live in Hungary Indirectly, as evidence of means
Good character and clean record No disqualifying criminal history; conduct consistent with the conditions in law No
The decision itself Granted at the discretion of the Hungarian state No

The pattern in the right-hand column is the honest headline of this page. Capital gets you the residence permit. It does not get you the passport.

Requirement 1: lawful residence, normally eight years

The residence condition is the longest and the least negotiable. Ordinary naturalisation expects eight years of lawful residence in Hungary, and it is the same eight years that applies to any other long-term resident. There is no accelerated investor track.

How the investor timeline stacks up

The Guest Investor Residence Permit is issued for ten years, which comfortably covers the naturalisation horizon without a renewal in the middle of it. Permanent residence becomes available at the three-year mark, subject to its own conditions, and citizenship becomes reachable at eight years of lawful residence.

Read as a sequence, the permit is the container and the two milestones sit inside it. The permit asks nothing of your physical presence. The milestones do. For the year-by-year mechanics of that sequence, see our companion guide to the Hungary Golden Visa path to citizenship, and for the intermediate stage see our guide to Hungarian permanent residency.

Genuine-residence expectations: why the permit alone is not enough

This is the single most misunderstood point in the whole programme, and it is worth stating bluntly. The golden visa carries no minimum-stay requirement. Naturalisation is not assessed on the same basis.

A permit held from abroad demonstrates lawful status. It does not demonstrate the settled residence that naturalisation is built around. The permanent residence stage at year three already applies a genuine-residence test, with absences expected to be limited, indicatively on the order of no more than around four months in a single continuous stretch and roughly 270 days in total across the qualifying period. Those figures are indicative and should be confirmed against current Hungarian residence law for your circumstances.

Residence-counting for naturalisation is legally nuanced, and the interaction between the zero-presence permit and the eight-year count is exactly the kind of detail that decides an application. Plan on the basis that Hungary needs to be a real home during the qualifying years, and take advice on your specific presence pattern rather than relying on any day-count rule of thumb.

    Requirement 2: the constitutional-basics examination

Every applicant for ordinary naturalisation must pass the constitutional-basics examination unless an exemption in law applies to them.

What the examination covers, and the language it is taken in

The examination tests knowledge of Hungary’s constitutional and civic fundamentals: the structure of the state, the basic rights and duties of citizens, and the country’s principal institutions. It is a written test, and it is conducted in Hungarian.

The exact format, syllabus and any statutory exemptions should be confirmed with the competent Hungarian authority before you begin preparing, since those details are administered rather than fixed in a way that a guide can safely pin down. What does not vary is the language it is sat in.

Is there a separate language exam?

No, and this is where most published guidance gets Hungary wrong. There is no standalone Hungarian language certificate to obtain and no separate language examination to sit.

That is not the relief it first appears to be. Because the constitutional-basics examination is conducted in Hungarian, the language requirement is embedded in the exam rather than removed from the process. A working command of Hungarian is needed in practice to pass a written civics test in Hungarian. Hungarian is a demanding language for most non-native speakers, and a candidate who has spent the qualifying years outside the country will find this the hardest condition on the list. Treat it as an eight-year preparation task, not a final-year one.

Requirement 3: livelihood, good character and clean record

The remaining conditions are the standard integrity and stability tests that most European naturalisation regimes apply in some form.

Applicants are expected to demonstrate a stable and lawful livelihood and secure accommodation in Hungary. For an investor this is usually straightforward to evidence, though the evidence still has to be produced in the form the authority expects rather than asserted.

The character conditions require a clean criminal record, with no criminal proceedings pending before a Hungarian court. The Act also requires that the naturalisation must not injure Hungary’s public security or national security, which is a broader condition than a criminal-record check and is one of the reasons the decision cannot be treated as a formality.

One related point on eligibility for the underlying permit. Nationality-based restrictions on the Guest Investor Residence Permit are not uniformly settled, and the position for Russian and Belarusian nationals in particular is unsettled rather than confirmed. Eligibility should never be assumed for any nationality without official confirmation for the specific case.

The application and decision: naturalisation is discretionary

Meeting every condition on the list makes an application admissible. It does not make it successful.

Hungarian naturalisation is granted at the discretion of the state. An applicant who satisfies the residence period, passes the examination and meets the livelihood and character conditions has a well-founded application, and nothing more than that. Processing takes time, the file is assessed on its merits, and the outcome is a decision rather than an entitlement.

This is the correct way to hold the eight-year figure in your planning. It is the earliest point at which the door opens, not the date a passport is issued. Any adviser presenting year eight as a delivery date is overstating the position.

Do you have to give up your current passport?

Hungarian law does not require a naturalising citizen to renounce their existing nationality, so from the Hungarian side the answer is no.

The constraint, if there is one, comes from your other country. Some jurisdictions permit dual nationality without difficulty, while others treat the voluntary acquisition of a second citizenship as an automatic loss of the first. This has to be checked against your own nationality, and checked again nearer the time, because these rules change. Our guide to Hungary dual citizenship sets out both halves of that question in detail.

No citizenship by investment: what the golden visa actually buys

It is worth closing the loop explicitly, because the market language around this is loose.

Hungary does not sell citizenship, and it never has. The Guest Investor Residence Permit is a residence product. It buys the legal right to live, work and run a business in Hungary, a ten-year permit with no minimum stay, Schengen travel within the 90 in 180 rule, and family inclusion on a single qualifying investment. It does not buy naturalisation, shorten the eight years, or waive the examination.

What it does buy, for the family that wants it, is the option. A stable, long-duration lawful status is the precondition for a naturalisation application that would otherwise never be available. Frequently asked questions

What are the requirements for Hungarian citizenship?
Naturalisation normally requires eight years of lawful residence in Hungary, a constitutional-basics examination taken in Hungarian, proof of livelihood and accommodation, and a clean record. The decision is discretionary.

Is there a Hungarian language test for citizenship?
There is no separate language exam. Applicants sit one constitutional-basics examination, and it is conducted in Hungarian, so practical command of the language is needed to pass.

How long do I need to live in Hungary before applying?
The standard naturalisation period is eight years of lawful residence. Golden visa investors can reach permanent residence at three years and naturalise at eight.

Can I get Hungarian citizenship by investment?
No. Hungary has no citizenship-by-investment programme. The Guest Investor Residence Permit is a residence route that can lead to naturalisation over time.

Does the golden visa’s zero minimum stay count toward citizenship?
Holding the permit does not by itself demonstrate the residence that naturalisation expects. Genuine residence in Hungary matters for both permanent residence and citizenship, so plan your presence accordingly and take advice on your specific pattern.

Will I lose my current citizenship?
Hungarian law does not require renunciation, but your home country may restrict dual citizenship and some jurisdictions treat acquiring a second nationality as automatic loss of the first. Verify per nationality before applying.

    The bottom line

The Hungarian citizenship requirements are demanding in the places that matter and clear in all of them: eight years of genuine lawful residence, one civics examination in Hungarian, stable means, good character, and a discretionary decision at the end. Nothing on that list is purchasable, which is precisely why the route has held up while citizenship-for-investment schemes elsewhere have not. As a Budapest-based team advising on this programme every day, we test each family’s residence plan against these conditions before any capital is committed, and advisory fees are quoted per engagement.
