- Apply. File the application and supporting documents with the Migration Department, which operates under the Deputy Ministry of Migration and International Protection (gov.cy), the successor to functions previously held by the Civil Registry and Migration Department (CRMD).
- Approval. The department assesses the file, including source of funds and criminal record, and the decision is taken under an expedited procedure. The officially published criteria estimate approximately two months to examine a complete application; in practice, per advisory experience, allow four to six months end to end.
- Biometrics and issuance. On approval, biometrics are taken and the permanent residence card is issued.

An individual whose domicile of origin is outside Cyprus can qualify as non-domiciled when they become Cypriot tax resident. A non-dom is exempt from the Special Defence Contribution, the tax that would otherwise apply to dividend and interest income. In practice, a qualifying non-dom pays 0 percent tax on dividends and interest for up to 17 years. Accession to Schengen is a stated political objective and is being pursued, but it is not confirmed, and no timeline should be relied upon. Under the officially published criteria, the applicant and spouse confirm that they do not intend to undertake employment in Cyprus, with the sole exception of serving as directors of the company in which they have invested under the programme. They may hold shares in other Cypriot companies, receive dividend income from them and act as unpaid directors of those companies.
